REGULATION OF COMMITTEE ON AFFAIRS OF YOUTH

The organizer of student’s self-government at «Turan Astana» university is the Committee on affairs of youth which activity is directed on close attention of strategy of a state policy in the field of education of younger generation and formation of the Kazakhstan patriotism of student’s youth.

about committee on affairs of youth

  1. General provisions

1.1 The committee on affairs of youth is structural division of university in the sphere of realization of the state youth policy.

1.2 The committee on affairs of youth bears responsibility before administration of the university for the field of activity charged to it and overall performance of youth structures.

1.3 The committee on affairs of youth in the activity is guided by the Constitution of the Republic of Kazakhstan, the Law “About Education”, “Concept of the state youth policy of the Republic of Kazakhstan”, solutions of higher organs and instances, the Academic council, administration of the university.

1.4 The committee on affairs of youth in accordance with the established procedure creates and liquidates youth formations and committees, approves their plans, provisions.

1.5 The committee on affairs of youth issues resolutions and methodical recommendations about the issues that are within its competence.

1.6 In the activity the Committee on affairs of youth submits to the vice rector for educational and social work.

  1. Purpose

2.1 Activity of committee is directed on implementation of youth policy and development of measures for its every possible realization.

  1. Tasks

3.1 Participation in the organization and improvement of teaching and educational process in groups and in the university in general on activities.

3.2 Formation in student’s collectives of a situation of creativity, mutual aid.

3.3 Participation in the organization scientifically — research work of students.

3.4 Participation in the organization and carrying out Olympic Games, scientific conferences.

3.5 Participation in the organization of reviews, competitions in the directions.

3.6 Coordination of activity of public organizations of university concerning realization of youth policy, to the timely solution of youth problems.

3.7 Interaction with higher instances, the youth organizations for the questions concerning the practical and actual solution of problems of youth.

  1. Main functions

The committee on affairs of youth (according to the assigned tasks) carries out the following functions:

4.1 Carries out work on every possible realization of youth policy in the university;

4.2 Provides observance of the rights, the duties stated in acts of the Republic of Kazakhstan, “The concept of the state youth policy of the Republic of Kazakhstan”;

4.3 Organize work on implementation of solutions of higher bodies, administrations;

4.4 Carries out selection of shots and an asset for divisions of committee;

4.5 Plans work of committee, its divisions, controls implementation of plans of its divisions;

4.6 Studies, generalizes and extends the best practices of work with youth, improves style, forms and methods of the activity;

4.7 In accordance with the established procedure carries out communication with divisions of student’s self-government of the higher education institutions, and also youth organizations and higher bodies;

4.8 Participates in the organization of research work of students;

4.9 Holds scientific conferences, the Olympic Games, reviews, competitions on the best educational groups.

  1. Order of planning and reporting

5.1 Work of Committee on affairs of youth is carried out according to the plan approved by the head of the higher education institutions.

5.2 The decisions of Presidium of Committee on affairs of youth which are made out in the form of resolutions, instructions are obligatory for execution by heads of groups, structural divisions of Committee.

5.3 Preparation and timely submission of the report to the vice rector for educational and social work.

  1. Rights and duties

The committee on affairs of youth is granted the right:

6.1 To listen at the meetings of representatives of student’s dean’s offices and a student’s asset;

6.2 To present youth to administrations of the higher education institutions, on the Academic council, in selection committees, to defend interests and problems of youth;

6.3 To carry out communication with committees on affairs of youth of other universities;

6.4 To petition before administration of the higher education institutions for material and moral encouragement of youth or taking measures of disciplinary character;

6.5 To make offers in administration of the university on improvement of work with student’s youth;

6.6 to use in the current work as all necessary data (entering its competence) which the teaching department has.

  1. Structure

7.1 The committee on affairs of youth is headed by the chairman appointed by the order of administration of the university.

Chairman:

7.1.1 The chairman bears personal responsibility for performance of the tasks assigned to committee and implementation of the functional duties by it;

7.1.2 The chairman distributes duties between deputies and coordinates their activity;

7.1.3 The chairman establishes degree of responsibility of deputies;

7.1.4 When performing the official duties the Chairman has the rights granted by administration of the higher education institutions.

7.2 There are a part of Presidium of Committee on affairs of youth:

— chairman of Committee on affairs of youth (chairman of Presidium)

— vice-chairman of Committee on affairs of youth,

— heads of the academic groups,

— heads of divisions of Committee,

— student’s deans,

— chairman of the Student’s hostel.

7.3 Obligations of student’s dean’s offices.

7.3.1 To be responsible for functioning of student’s dean’s office.

7.3.2. Periodically to report on the done work.

7.3.3. To help the chairman of Committee on affairs of youth with drawing up plans of work.

7.3.4. To assist in the organization of leisure of students, actively to participate in public life of university.

7.3.5. Regularly to bring data to students of faculty all the main standard regulating documents, orders on university concerning student’s youth.

7.4 The student council of hostels is created for involvement of the students living in the student’s hostel to development and carrying out the actions directed on improvement of educational, cultural and mass, sports and improving work, the organization of leisure and a healthy lifestyle of students for assistance of higher education institution to administration in improvement of living conditions and consumer services within the competence.

7.5 At the meetings the Committee on affairs of youth considers all questions concerning youth policy, hears reports, reports of youth structures of higher education institutions.

The purpose of the volunteer movement consists in activization and development of the volunteer movement at university, and also in creation of the conditions of involvement students, undergraduates, teachers in the voluntary movement, improvement of skills of the argument, information processing, the convincing performance peculiar to the students seeking for self-expression and acting by accurately certain rules.

Volunteering sets such tasks as:

— promoting of ideas of volunteering in the student’s environment;

— attraction of youth to participation in voluntary free aid on the basis of university, and also social establishments and services of the city;

— creation of conditions for activization of participation of students in socially important actions and projects.
